Payments are handled through Google Play's in-app purchase (subscription) system, and this is the only payment method available. During the Premium Plan sign-up process, Google Play asks you to confirm your payment method. Please follow the on-screen instructions to complete your registration.
You can add or change payment methods in the Google Play Store app: tap your profile icon at the top right → "Payments & subscriptions".
